Allaah subhanahu wa taa'la has commanded the Muslimah to cover herself for two main reasons :
i) To make her identity known
ii) To safeguard her from molestation.
Just as we have traffic signals to control the traffic, so do we have Hijab

Just as we have traffic signals to control the traffic, so do we have Hijab
for women which serves as a red light or stop signal to control the gaze of the onlooker. It indicates to him, that the woman wearing the hijab is not a random woman, but a righteous believing slave who fears Allah. The hijab of a Muslimah indicates to the onlooker that his stares and comments are not welcome and that she is not public property like the other shameless women, she fears Allaah and the day of judgement.
Ofcourse there may be women who wear hijab but are also involved in other sins, and there might be women who don't wear the hijab but still do many good deeds. Do know & understand that the hijab is merely a sign that a woman has submitted her will to the Will of Allaah, fears Allaah and the day of judgement, and wants to adhere to every commandment of her Creator.
Just like a soldier in the army considers it an honor to wear his army uniform, our Muslimahs are honored and proud to be in the uniform commanded by Allaah, if indeed they believe in Allaah and obey him.
May Allah guide us and help us to be be strong followers of the Qur'an & the Sunnah of RasoolAllah (sallAllahu 'alyhi wasallam). Aameen.
